Project 14564 has a low atom count for a gpu project, small units dont run very efficiently on big cards like 2080s.

Out of curiosity, are all of your systems AMD or not? Are you seeing this behavior on Intel systems too?
On my GTX 18080 Ti, I haven't seen any spiky usage for Project 14563 (29,500 atoms) and Project 14561 (28,650 atoms) but Project 14564 (13,302 atoms) has about half atoms.

Scratch that, I got Project 14564 on my system and have observed the "see-saw" GPU usage. Your system works fine

Check your CPU frequency on the cores that are used for GPU feeding.
If below 3,5Ghz,
Try entering the BIOS, and changing automatic overclocking from all cores to individual cores.
I know that the 3950x on average runs between 2,7Ghz on all cores in eco mode, to 3,7Ghz in stock mode.
Changing that, will allow you to get higher boost frequencies on a few cores.
A 2080Ti needs more than 3 GHZ on the CPU on core 21. On core 22, I don't know, but chances are it needs more than 3,5 Ghz.
