If you have a CPU slot set for, say N CPUs, any WU received can be assigned a REDUCED number of CPUs but that WU cannot be run with an INCREASED number of CPUs.

For example, if your slot which is set for <cpus v='12'/> receives an assignment, that WU can be processed with 9 cpus but not with 16.
