Base stats SHOULD be awarded if the WU took longer than the Timeout. That's a characteristic of the QRB.

Many projects have set the timeout to 1.0 days.

There do seem to be some potential cases of WUs being returned inside Timeout but only get base but I may be misreading the data ... I'll go away and look at one case a bit more.

We certainly need to know if users
  • with a [passkey and
  • qualified (ten successful returns) and
  • meeting the (first) timeout
are only getting base points.
I have not seen evidence of that (doesn't mean it hasn't happened), and I'm not sure that investigation would be a priority, but it would (probably) be a valid issue.
