I am running the 7.4.18 client and I am also getting that issue.
Well, as long as you can download the file with your browser and FAHClient cannot download the same file, there's something in your computer which is restricting the allowable activies of FAHClient. That restrction commonly is the result of your security software ... whether it's Norton, Kaspersky, BitDefender, ...Windows Defender or a firewall/proxy or even your router.
SOMETHING in your computer knows that the internet packets are being sent/received by FAHClient or by your browser. They would be the same series of messages going back and forth.
