I have reset it to level 3, I installed new drivers and updated, GPU and CPU are working on stuff now. The log only says the CUDA dll is missing not the OpenCL dll, I think CUDA is for Nvidia so I hope that its okay

Yep, that is okay. For nVidia the OpenCL support is part of their CUDA install, but it is possible to bork that and not get both. With jus an AMD GPU you do not need that DLL file.
