You are not actually running the SMP client unless you use the -smp switch. Which also makes using the bigwu setting pointless, and may actually be the cause of not getting work.

First of all, the onboard video: the Mobile Intel 4 Series Express Chipset, is not a supported GPU so it's impossible to fold with that hardware or to run FahCore_17.
Second, a Pentium Dual-Core T4300 is a really slow CPU by today's standards. I have a laptop from that same era and it is able to exceed the minimum speed requirements for dual-core assignments only if it runs continuously 24x7. If there's any interruption (more than a few minutes), it will fail to earn bonus points. If I restrict it to assignments designed for a single core, it will do half as much work. Computers of that generation are nearing the end of their useful life. All FAH work that's completed before the preferred deadline is valuable, the fact is that either of these options will produce relatively few points and some time soon, you're going to need to retire the computer.

Also, V7 uses the same fahcores as v6 so CPU usage in both are identical unless you messed around with affinity settings. Then both client versions would be locked to only one processor.
