Downloads or uploads? They're different.
If one server is down and another has WUs that can be assigned to your configuration, you'll automatically be redirected to that server for a download. Unfortunately it looks like the other server is very low on work. I'll ask and see if somebody can do something about that.
If the WU you completed was assigned by a particular server, it must be returned to that server or perhaps to a Collection Server (in this case, 171.67.108.17) associated with that project. If that server (or those servers) are down, your client is designed to hold the result in the local queue and keep trying until the server can be repaired. Server 171.67.108.17 is quite busy but it seems to be holding up under the load so you may or may not upload your result before 171.64.65.102 is repaired.
