At download wait, the client has already received an assignment for a specific configuration, including CPUs.

That has never been a requirement in theory. And in practice was never needed either.
Restarted client comes off the download retry counter, which will speed up the download attempt

Depends on the version and the WU request. I do know it was an issue with WU requests using the v7 client, especially requests that also required a core download where the server couldn't supply it would get stuck. Only a client restart would clear things up.
