If you look at the network traffic when transfers are very slow, you will see a lot of packet retransmissions. There's definitely some network equipment (or cable) that is no doing well somewhere in the pipe.

Your issue should be fixed now. It was something with login API. Clear the browser cache a d try again if issue persists. Highland servers have always had random download/upload issues when you're not in the US and no one never figured out why ...
