I’m starting to see some projects come back online in the last couple of hours that I haven’t seen in a while. And I can confirm that both 3 core and 8 core machines here are getting timely assignments now.

The shortage is temporary and there are no plans to explicitly require 4 threads. Same. The difference is pretty stark on some of the A9 WUs. It seems to hit the Intel CPUs on MacOS as well, but not as much as on the M-series systems.

FYI, I am running several machines for CPU-only work, and they are regularly receiving and then returning completed WUs with only 3 CPU threads provisioned. So it doesn’t appear to be a problem of availability.
