Solution: You can't use this GPU. I did a completely fresh Linux Mint install, AMD driver install, F@H install, and it will not fold.

If you can make it work on your machine, you win at life.

That was the exact page that I used when I did the installation.

I guess that is a linux amd driver issue.

I am not a linux user, but I am betting that OpenCL from AMD needs to be installed

I thought that the drivers might have been the issue, but I have installed the AMD drivers (v 20.10). clinfo shows the same driver as the FAHClient log.

I started folding back in March with just my CPU, and I am now trying to fold with my GPU.
