I think I have fixed the problem by going backwards.
I removed the device, and Windows immediately took it upon itself to reinstall a driver from it's database.
It loaded 26.20.12028.2 dated 8/16/2019.
My GPU slot is now successfully running.
Go figure.

I downloaded and ran GPU Caps Viewer and it appears the OpenCL environment is running correctly.

I used the AMD Auto-Detect and Install utility from AMD - https://www.amd.com/en/support.

Well, good news, I don't know news... I updated the drivers (even the nVideo update software complained about the nvapi.dll file) and after restarting, I don't get the error messages. That being said, it's still showing no action on the GPU. Status is yellow, it says "Ready", but no work u...
