Why only 2 cores?

I have a Phenom II X6 1090T a six core processor. FAH use only 2 core. The cpu utilization is only about 30-35%. I want to use atleast 3 or 4 core.I set the "folding power" to medium but still use 2 core. The full power is same.

I'm om project 13851 right now.
