You're assuming that all failure to upload problems are server-side issues. I'm not assuming that at all. But I am assuming that, when server issues do arise, that a system could be implemented to address it. This has been done in the past, with mass point credits as users are "caught up"...

MtM: It looks like they've been actively developing this application as they have a support thread for it, with several users, over at the EVGA forum. They are now up to a v3.10 release. Figured it out. At some point after I last used HFM.NET, it was migrated to .NET v3.5 - which I hadn't installed on that particular webserver yet. Not surprisingly, HFM.NET ran just fine when it was using .NET v2 but not .NET v3.5. Changelogs FTW! :p

I posted a bug report, but haven't heard back regarding an unhandled exception I get every time I try to run the program on one of my systems (WinServer 2008 R2 SP1). My PPD has dropped from over 28k ave as at end january to less than 22k at the moment and the trend appears downwards. OP, I'm assuming you're using something like hfm.net or a bonus calculator to figure out your A3 PPD? Otherwise you're only looking at base PPD, which is hardly representative of the actual points attained. just to update.
