The problem seems to be that v8.3 Folding@Home needs administrator privileges to even start. I've given admin privileges to my F@H shortcuts and it starts fine now.

I had the same problem, and found that I needed to start Folding@Home as an admin. I've updated the start menu shortcut to always run as administrator. Hideconsole was missing from start-up, so I pasted a shortcut in the Start-up folder and gave it admin privileges. I've yet to restart my PC, though.

Thank you for both of your responses.
I'm aware that my GPU is underpowered. I don't have any GPU slots for that reason. I suppose there must be something somewhere else in configuration that's causing the issue with auto allocation, but I'm happy to manually set my thread count.

Thanks for your reply. Before I posted, I had started at least one WU with 7 threads selected, and it still was folding with 3 threads. I resumed again this morning with threads manually set to 6. The ERR_CONNECTION_TIMED_OUT is because 1) You entered the IP address using the default port 80 rather than adding the suffix for port 8080 http://155.247.166.220:8080/ should work unless you are using a proxy. 2) Ordinarily either port would work since the server(s) are supposed to redirect Port 8...
